Mr. Bonfiglio is responsible for all aspects of Rural/Metro's operations in the Rochester Division. Tom assumed this leadership position in January of 2009 and brings more than 18 years of experience in emergency services to Rural/Metro.
Originally certified as an EMT in 1993, Tom is currently a certified paramedic and sits on the Monroe-Livingston Regional EMS Council, 911 Operating Practices Board and was recently elected to the Monroe-Livingston Regional Emergency Medical Advisory Committee.
Tom began his EMS career at National Ambulance and later joined Rural/Metro Rochester, where he served in various roles as an EMT, Paramedic, Emergency Medical Dispatcher and Operations Supervisor until 1999. He then spent the next 10 years living and working in South America, first as a Rural/Metro executive and later as an entrepreneur in diverse public safety roles in the fields of EMS, Aircraft Rescue Firefighting (ARFF) and Aviation Safety/Security, working with and for companies and institutions such as Raytheon, Halliburton, British Gas, Petrobras, the U.S. Department of Defense, U.S. Department of State and local militaries, police and public safety agencies in the region.
His experience includes stints in the countries of Argentina, where he managed an EMS agency in four cities; in Ecuador, where he worked on a project related to emergency services at a U.S. military installation; and Bolivia, South America's poorest nation, where he oversaw ARFF services in three international airports and founded the country's first professional EMS service in a city of 2 million people. Fluent in Spanish, Tom's education includes a bachelor's degree in Political Science from St. John Fisher College and overseas graduate studies in security, defense and terrorism. He has experience working in organizations guided by Business Process Management and Six Sigma.
Since his return to Rural/Metro Rochester, Tom has led the organization with a hands-on understanding of both administration and field operations, maintaining his paramedic certification and other EMS credentials such as Advanced HAZMAT Life Support and International Trauma Life Support.

Tonya Singleton is Rochester's Rural/Metro Office Manager. A Notary Public, she has served the EMS community for 13 years. In her role as Office Manager, Tonya is responsible for all day-to-day accounting and administrative functions, including building maintenance, non-medical purchasing, payroll coordination, financial statement analysis, and management support and reporting.
Tonya processes, monitors and provides proper follow through on all capital requests for the region to ensure timely delivery and implementation of regional capital projects. She establishes and maintains professional and proactive rapport with all appropriate managers, local vendors and employees to accomplish regional and corporate objectives.
Her duties also include developing, controlling and preparing regional management reports to ensure accuracy and timeliness. She also prepares numerous "as needed" reports for regional managers using both financial and non-financial data for multiple lines of business.
Tonya assists in the organization and management of the annual budget process, including soliciting participation from and educating personnel on the process as necessary. She provides financial accountability for financial resources through timely and accurate budgetary performance analysis, and manages, coordinates and provides reports as needed for special projects.

Karen Hoyt, Human Resources Manager

Human Resources Manager Karen Hoyt, PHR, is responsible for multiple sites' HR functions, including recruitment, employee and labor relations, organizational development, corporate compliance, HR policy and procedure management, compensation and benefits oversight Affirmative Action and EEO issues, and staff training and development. She often acts as a consultant to supervisors, managers and employee ombudsman. In partnership with the General Manager, Karen identifies and develops strategies to improve organizational performance, growth and direction.
Karen is a member of the CQI committee, the Safety Committee and Labor/Management Group. She holds a Bachelor of Science degree in Psychology and has five years experience in the EMS field. She completed the Human Resources program at Cornell University; the C.A.S.A.C. educational program at Syracuse University; and an A.A.S. degree in Biological Technology. She also holds the PHR certification from the H.R.C.I.
Previous professional accomplishments include: establishing a government's first Human Resources Department; creating a Risk Management program for a municipality; designing the initial training department for a financial services company; and being the first training manager for a residential treatment center in Central New York. She also served as a DOT Drug Testing Program administrator. A former member of a County Critical Incident Stress Debriefing (CISD) team, she was a guest speaker at China's Beijing University and Medical Center, where she spoke on CISD. Karen has also served as an organizational consultant to law enforcement agencies, fire departments and EMS providers.
Her training experience includes instructing classes in Defensive Driving; CPR & First Aid; Diversity; Leadership Development; Drug Free Work Place; Title VII, ADA, ADEA, FMLA, FLSA, and HR Law; Blood Borne Pathogens; Suicide Prevention; Preventing Harassment and Sexual Harassment; and Child Abuse & Mandatory Reporting.
Currently living in a Rochester suburb, she enjoys time spent in the Adirondacks. She a classic car enthusiast and belongs to a Central New York Car Club, serving as their newsletter editor. Karen cherishes time with her family, especially her son, daughter-in-law and grandson in Washington, D.C.

Rochester native LaShay Harris currently functions as Rural Metro's media spokesperson for defined incidents. In her capacity as Public Information Officer, you might see LaShay at a 3:00 a.m. accident scene, reporting the latest news on a local radio broadcast, or participating as a community activist for local causes. A paramedic with 17 years in EMS, LaShay assists in the planning and implementation of public information activities designed to create and maintain a favorable public image for our company and community partners.
On call 24/7, LaShay often responds to incidents both on and off scene. She researches data, and prepares and distributes news releases, photographs and other materials as needed to media representatives and other public contacts. Other duties include arranging and conducting community outreach programs in support of Rural Metro and EMS system objectives. She readily promotes goodwill in the community by delivering or participating in informational speeches, exhibits, films, tours and question/answer sessions. She often represents her employer at public, social, and business gatherings.
LaShay has a degree in Communications Media Arts from Monroe Community College and completed her Paramedic training at the Western New York EMS Training Institute in Buffalo. She is trained in NIMS 100, 200, 300, 400, 700 and 800 and is a CPR Instructor. An active member of the Monroe-Livingston Regional EMS REMAC, the City of Rochester's Nuisance Advisory Board, the Monroe One BOCES EMS Advisory Board, the National Association of Black Journalists and the Rochester Association of Black Journalists, LaShay is a Past Divisional Union President for Rural/Metro SEIU Local 200C.
LaShay has prior experience serving the community at Irondequoit Ambulance as the Assistant Operations Manager. LaShay is also a licensed Real Estate Agent. Currently single, she "shares" her home with her two pit bulls, Carmel and Bobo, and enjoys salsa dancing, baking, participating on talk radio, music, photography, biking, camping and gardening. She currently lives and volunteers in the 19th Ward Community, where she chose to rebuild her home that was destroyed by fire.

Steven Forrett, EMS Operations Manager

As EMS Operations Supervisor and Paramedic, Mr. Forrett’s responsibilities include overseeing daily operations for Rural/Metro’s 911 operations in the City of Rochester, including staff scheduling, field audit performance, response time and unit hour utilization management and customer relations with the Rochester Fire Department, Rochester Police Department and the local collective bargaining unit. A 15-year EMS veteran, Mr. Forrett also works with community members and the New York State Department of Health in establishing, staffing and supervising large-scale events. Mr. Forrett is EMD trained as a dispatcher with working knowledge of Zoll/RescueNet Computer Aided Dispatch as well as GEAC/Enroute systems. He initiated the Critical Care Transport program and accepted the Monroe Livingston Regional EMS Agency of the Year award for the Critical Care Transport program. He served as volunteer firefighter with the Brighton Fire Department from 1993 to 1995, and as a line Captain for four years. As Rural/Metro’s Operations Manager for the Corning market and Safety Officer for the Company’s Rochester operation, Mr. Neary’s primary duties focus on oversight and management of the Corning EMS operations. He also manages quality assurance audits and Department of Health ambulance inspections, and customer relations, and company safety programs. Mr. Neary is a nationally recognized Certified Emergency Vehicle Operator (CEVO) Instructor and Accident Reconstruction Investigator and chairs Rural/Metro’s Safety Committee. He is the former coordinator of Medic 1 and Medic 4 ALS fly car program. Mr. Nearly developed the highly successful video-based driver monitoring program utilized in the Rochester market, a program that has been adopted nationally among Rural/Metro operations and widely considered the gold standard in driver development monitoring and training. As such, he works closely with Rural/Metro’s national Risk Management Department to develop national driver and trainer programs that are consistent with the Company’s high standards. Prior to his 22-year career in EMS, Mr. Nearly served in the U.S. Air Force, including deployment during Operation Desert Storm.
